It is always best to be fluent in the native tongue of the people around you. In Chile's case, it is always best to try and be fluent in Spanish. But being fluent in a language takes years! And you still have to be updated with your environment. So, for starters, English language newspapers would really help.

Good thing that, in Chile, there is at least one. It's the Santiago Times.
